A few hours later a an LA police officier arrived on a motorbike asking me why I was putting coffee inside the boats. By the directness of his request, he seemed to have been responding to a complaint.
I replied: "As ballast".
"Ballast," was his response, "that's expensive".
"True" I responded, "it is not good economics."
He laughed and left.
