The Latin in the title means where are you going, but Sen's translation refers to taking a standpoint (or not) which Horatius' (65 - 8 B.C.) poem was about.
Below: Sen's translation from the Latin
Whither now
the ship of state?
You drift,
Despoiled of oars;
Best shun that sea
where shine,
the thick-sown
Cyclade
